Pending sales of 754 in June were also down slightly from the May level of 841 reflecting the area’s typical seasonal slowdown as snow birders return home. &lt;br /&gt;&lt;br /&gt;    There were 510 single-family home and 218 condo closings in June. The current level of home sales is the strongest it has been since the real estate boom of 2003-2005. June's real estate sales volume reflect a high level of buyer interest; close to the mini-boom level that occurred during the Federal Homebuyer Tax Credit incentive program last year.&lt;br /&gt;&lt;br /&gt;    The total available inventory of properties for sale dropped to 4,830, the equivalent of 5.9 months of inventory of single-family homes and 8.2 months of condominium inventory both far below the highs of 25.3 months for single-family homes in early 2009 and 41.7 months of condominium inventory in late 2008. A 6 month level of inventory is considered to be the point at which buyer and seller interest are in equilibrium. “It is encouraging to see how the Sarasota real estate market has continued its strong momentum in the face of continuing weakness in the national and state economies,” said Sarasota Association of Realtors President, Michael Bruno. “The inventory of available properties, which is lower than it has been since the 1990s, is a very important statistic," he said. Historically, a reduction in the inventory of homes for sale leads to increased prices as buyers begin once again to "compete" for the most attractive properties.&lt;br /&gt;&lt;br /&gt;    The percentage of distressed sales (short sales and foreclosures) was 38% in June compared to the high point of 51% in November, 2010.&lt;br /&gt;&lt;br /&gt;    Dick Plumb, an experienced &lt;a href="http://www.realestate-in-sarasota.com/" target="_new"&gt;Sarasota and Bradenton real estate&lt;/a&gt; expert says, "all of this points to a Sarasota real estate market continuing to recover across the entire market area from Bradenton on the north to Venice on the south including the barrier islands, Longboat, Siesta, Lido and Casey Key." The job outlook is a bit more positive for 2011 than 2010 was, but we still have a ways to go. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The Government is Doing Nothing to Help Create Jobs&lt;/strong&gt; It would certainly help if Congress could stop the in-fighting and point-scoring and address the critical need to create jobs. While both the Republicans and Democrats ran on a job-creation platform last year, they are spending virtually all of their time fighting over social issues and the budget, and not a minute figuring out how to grow the number of jobs.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Interest Rates Will Remain Low&lt;/strong&gt;: With a fragile economy, the Fed is expected to keep interest rates low for at least the rest of 2011. Low interest rates make homes more affordable and that, in itself, will be perhaps the one bright spot in the housing market and a source of some demand. Home buyers today realize that that tactic is just not viable anymore. Home buyers will be more cautious and look into longer term home ownership. This trend will cause buyers to be more thoughtful about the homes they purchase thinking how this home will fit into their needs and plans over the next 20 years or more.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Prices In Many Areas Will Continue Falling:&lt;/strong&gt;The bottom of the real estate market in many areas is still yet to come although the Sarasota Florida area seems to be showing more signs of life and stability than other areas.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;There Are Still Lots of Foreclosure Properties: &lt;/strong&gt;Many banks have stopped the practice of processing foreclosures with incomplete paper trails so there are homes still waiting to be foreclosed upon so banks can move them off the books. Once the paperwork process is fixed, banks will start foreclosing again, although at a slower pace to make sure they're doing it correctly. The Federal Reserve estimates that there are 2.5 million homes expected to foreclose in 2011, about the same as in 2010, with another 2.0 million in 2012. As long as banks foreclose gradually, home prices in 2011 should continue on the stabilization trend.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;New Home Construction Will Continue To Struggle: &lt;/strong&gt;With few jobs and low consumer confidence, the home building industry will continue to struggle in 2011. With the increasing cost of the materials used to build a home and buyers just not confident that they'll even have a job by the time a home could be built, the home building industry will stay as depressed.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Opportunities Are Out There For Cash Buyers:&lt;/strong&gt; As in 2010, cash buyers and investors will continue to have the upper hand over buyers making offers with financing contingencies. A smart private seller, and certainly the banks selling foreclosed properties, will accept a lower price if the contract has no financing contingency and even a lower price if there is no inspection contingency.&lt;br /&gt;Banks are looking for quick sales to cash buyers who can close quickly. If you're a home buyer competing against cash buyers in 2011, be sure to make your offer as attractive as possible.&lt;br /&gt;&lt;br /&gt;If you need a home now because you have relocated, there are certainly bargains available out there, but understand that while short-sales and foreclosures seem attractive, you are bidding against cash buyers and investors so your offer will have to be strong. In 1911, John and his wife, Mable purchased 20 acres of Sarasota waterfront property and built an ornate Venetian Gothic-style mansion, Cà d’Zan.&lt;br /&gt;&lt;br /&gt;Like many wealthy Americans, John and Mabel gradually acquired an enormous collection of art objects and antiquities as they traveled throughout Europe seeking new circus acts. To store and display all these treasures, John had a huge gallery palace built on the property next to the Cà d’Zan mansion. &lt;br /&gt;&lt;br /&gt;At his death in 1936, John Ringling bequeathed the art collection and mansion to the State of Florida. For 10 years after John’s death, while the Ringling Museum was opened occasionally, it was not well maintained. The Cà d’Zan mansion remained a private home while the State of Florida fought with various creditors over the fate of the estate. &lt;br /&gt;&lt;br /&gt;By the late 1990s, the Cà d’Zan mansion was falling apart. The roof of the Museum leaked, and the historic Asolo Theater built on the property in 1957 had been condemned. The future of the estate was dim at best&lt;br /&gt;&lt;br /&gt;But then, in 2000, the State of Florida transferred the property to Florida State University (FSU) and in 2002, provided almost $43 million to begin restoration of the property. With another $55 million in privately donated funds, FSU began transforming the property from a dilapidated series of buildings to the outstanding museum site it is today. &lt;br /&gt;&lt;br /&gt;The Ringling estate is now one of the largest museum complexes in the nation. This recognition follows others previously including when CNBC recently declared Sarasota to be the Best Place to Retire.&lt;br /&gt;&lt;br /&gt;    This honor is welcome news for the area which is just now recovering from the "Great Housing Collapse" and the deep economic recession. The Sarasota - Bradenton real estate market has been banking on a rebound in the number of retirees moving into the area to help its economy recover. And statistics show that that is exactly what is happening. &lt;br /&gt;&lt;br /&gt;    The Sarasota and Manatee County area ranks first because of its striking performances in several categories: &lt;br /&gt;&lt;br /&gt;•Nearly 27% of its residents are 65 or older, the fourth-highest concentration of seniors in any market. That’s more than double the national average of 12.9%. &lt;br /&gt;•Bradenton-Sarasota has a median age of 48.1. A median is a midpoint, with half of all residents being older and half being younger. The national median age is 36.8 years. &lt;br /&gt;•Fully 95% of the seniors in the Sarasota- Bradenton Florida area moved to Florida from another state. Only 53% of the elderly residents of a typical U.S. market were born out of state. &lt;br /&gt;&lt;br /&gt;    The Portfolio.com rankings were based on an analysis of data from the American Community Survey released by the U.S. Census Bureau in September. The communities analyzed by Portfolio.com included the top 157 metropolitan areas with populations of at least 40,000 residents who could be classified as seniors. Sarasota - Bradenton came out on top.&lt;br /&gt;&lt;br /&gt;    The Sarasota and Manatee County market was the largest market ranked among the top 10 and it had the highest concentration of seniors among its residents. &lt;br /&gt;&lt;br /&gt;    Many current Sarasota and Manatee County senior residents of our area began coming to Florida as "snowbirds," or Winter-month visitors. Monroe County is home to nine colleges and universities, including the University of Rochester's Eastman School of Music and the National Training Institute for the Deaf (NTID) at Rochester Institute of Technology, graduating thousands of young professionals every year. The city has given tax incentives to developers to restore vacant downtown factories and office buildings into upscale loft living spaces. Rochester maintains a constant flow of social and cultural events including an internationally-known jazz festival. They've encouraged the opening of trendy cafes, shops and upscale and boutique restaurants. The city is even tearing down the first enclosed mall in the United States to make room for more modern office spaces attempting, with little success, to attract small and mid-size companies to move into the center city bringing young professionals with them.&lt;br /&gt;&lt;br /&gt;    It hasn't worked. Young people and young families are leaving New York's upstate cities like Rochester, Syracuse and Buffalo in droves, attracted to bigger cities in warmer climates where there are more high-tech jobs, lower taxes, and a more vibrant social life than Rochester can hope to provide.&lt;br /&gt;&lt;br /&gt;    By contrast, Sarasota Florida, where the residents of 1 of every 2 homes is at least 60 years old, an entirely different approach is being taken, according to Rich Stover, an avid golfer and &lt;a href="http://www.sarasotafloridarealestate.org/" target="_new"&gt;Sarasota real estate&lt;/a&gt; agent. Sarasota has opted to focus its civic strategy by placing its aging population at the center of the strategy, rather than treating them as a problem. Sarasota Memorial Hospital is the second largest hospital in Florida. Some 1,300 doctors are employed in the Sarasota - Bradenton area. The Tamiami Trail (US Rte 41) and other major Sarasota roadways are lined with pharmacies, clinics and other health-care related practices of all kinds, along with sites where seniors can learn about anything from computers to organic gardening -- all things seniors willingly spend their money on. These health-care related businesses bring young professionals to town to meet the needs and wishes of seniors. Its a different path to the same goal. &lt;br /&gt;&lt;br /&gt;    In addition, Sarasota is supporting and expanding civic activities, functions and organizations that give seniors something to become involved in. Sarasota is awash in not-for-profit organizations where retirees can stay active and involved. The local 66-acre Ringling Museum complex, which includes an art museum, a circus museum, and the restored Ringling's family home, the Cà d'Zan Mansion, keeps over 700 older volunteers busy. And there are many more organizations like the Ringling. While the 24/7 cable news networks focuses on all the negatives, the U.S. economy is actually beginning to improve faster than some with an agenda would have you think prior to the upcoming mid-term elections.&lt;br /&gt;&lt;br /&gt;Although the U.S. economy is still soft and consumer confidence remains stagnant and lower than one would hope, new data from the National Association of REALTORS® (NAR), the National Bureau of Economic Research (NBER) and Fortune 500 business CEOs indicate that there really are some positive signs for the future of the American economy, in general, and form home sellers and buyers in particular. &lt;br /&gt;&lt;br /&gt;Some of the biggest names in business have said recently that they see a bright future for the U.S. economy, with famed investor Warren Buffett declaring the country and world will not fall back into the grips of the recession. "I am a huge bull on this country. We are not going to have a double-dip recession at all," said Buffett, chairman of Berkshire Hathaway Inc. "I see our businesses coming back across the board." &lt;br /&gt;&lt;br /&gt;Others agree. Steve Ballmer of Microsoft says, "I am very enthusiastic about what the future holds for our industry and what our industry will mean for growth in other industries."&lt;br /&gt;&lt;br /&gt;Jeffrey Immelt, General Electric CEO says business at GE, one of the world's largest companies, is improving. "General Electric," he said, "is now finding it more profitable to build manufacturing and service centers in the United States rather than overseas, because it is more competitive. That movement will start bringing jobs back to America. The past idea that we could run a country on "nothing more than services was just stupid" to use his words.  There is beginning to be a sense that we really do have to go back to "making things in this country and exporting them"&lt;br /&gt;&lt;br /&gt;U.S.-based CEOs have begun to notice that shipping costs, inefficiencies, and the longer lead times associated with building products overseas are eating up the higher profitability that was forecast a few years ago. Disposable personal income increased by $17.6 billion, or 0.2% according to the Bureau of Economic Analysis. &lt;br /&gt;•Although bad mortgage loans during overly-loose lending practice periods are still causing foreclosures and short sales, recent home price-to-income ratios indicate that people are now buying homes they can actually afford to own. &lt;br /&gt;•Consumers in all income brackets are paying down their credit card balances and starting to save more. &lt;br /&gt;•Median home prices across the U.S. are stabilizing and economists expect modest home price increases in the 2011-2014 period. &lt;br /&gt;•Real estate speculators have been driven out of the market removing a huge source of instability. &lt;br /&gt;&lt;br /&gt;So why do we,as individuals, still express so little confidence in the economic recovery? Sarasota and Manatee County home prices have gone about as low as they're going to go. T\In fact, in any neighborhoods, hey're actually beginning to increase.  So if you've been delaying, it's imperative that you get in contact with a competent Realtor® this week, tour some homes or condos, and get a purchase contract signed on or before April 30th. Otherwise, you will have missed out on the opportunity of a lifetime to get up to a $8,000 income tax credit if you're a first-time buyer or up to $6,500 if you are currently the owner of a home or condo.&lt;br /&gt;&lt;br /&gt;It already too late to contract for construction of a new home because, in addition to the requirement to have a home purchase under contract (that means signed by both the buyer and the seller) by April 30, you must also close on the sale on or before June 30, 2010. Unless you buy a builder's spec home, there's no way a reputable builder could build you a home from scratch in the 60 days left before June 30th.&lt;br /&gt;&lt;br /&gt;Who qualifies as a &lt;u&gt;first time buyer&lt;/u&gt; for up to an $8,000 credit?&lt;br /&gt;The law defines a “first-time home buyer” as anyone who has not owned a principal residence during the 3-year period prior to the purchase. For married taxpayers, the law tests the home ownership history of both buyers. And no, you cannot buy a home in just one of your names. Both parties must qualify. If, for example, you have not owned a home in the past 3 years but your spouse has owned a principal residence, neither you nor your spouse qualifies for the tax credit. &lt;br /&gt;&lt;br /&gt;However, there are exceptions. As an example, there is a possibility for unmarried joint purchasers to allocate the credit amount to any buyer who qualifies as a first-time buyer, such as if a parent jointly purchases a home with child. There are also rules about ownership of vacation or rental properties not used as a principal residence.&lt;br /&gt;&lt;br /&gt;How is the amount of the first-time buyer tax credit determined?&lt;br /&gt;The tax credit is equal to 10% of the home’s purchase price up to a maximum of $8,000 but there are income limits.&lt;br /&gt;&lt;br /&gt;So, you need to speak with a competent Sarasota Realtor to see if you do qualify.&lt;br /&gt;&lt;br /&gt;Who qualifies as a &lt;u&gt;existing homeowner buyer&lt;/u&gt; for up to the $6,500 credit?&lt;br /&gt;The law defines a tax credit-qualified existing home buyer as a person who has owned and resided in the same home for at least five consecutive years of the eight years prior to the purchase date of the new home. For married taxpayers, the law tests the home ownership history of both the home buyer and his or her spouse. That is, both spouses must qualify as long-time residents, with at least five years of principal residency for each. One point of confusion, however is this... you do not have to purchase a home that is more expensive than your previous home to qualify.&lt;br /&gt;&lt;br /&gt;How is the amount of the existing homeowner tax credit determined?&lt;br /&gt;The tax credit is equal to 10% of the home’s purchase price up to a maximum of $6,500. Purchases of homes priced above $800,000 are not eligible for the tax credit. And, yes, there are income limitations. If your income is above the limit, you may still qualify for a partial credit.&lt;br /&gt;&lt;br /&gt;With all these technicalities, you really do need to consult with a competent Sarasota Realtor to see if you truly qualify. And do it immediately. A Sarasota Realtor experienced in dealing with these types of situations can tell you after just a brief conversation whether or not you qualify.&lt;br /&gt;&lt;br /&gt;There are more than enough waterfront homes and condos on the market right now for you to find that one that is just perfect for you and your family. Fannie Mae wants to restructure mortgage approvals for certain projects that currently do not fit into Fannie Mae guidelines, which has made them difficult to sell. &lt;br /&gt;&lt;br /&gt;To this point Fannie Mae, acting under guidelines enacted in March, 2009, has refused to approve and guarantee mortgages on condominium developments where more than 15 percent of owners are delinquent on their association dues.&lt;br /&gt;&lt;br /&gt;Under the new program Fannie Mae will also consider the building's occupancy, association dues and the financial stability and physical condition of the development. The program will still be somewhat restrictive in that it will only accept new or newly-converted developments where at least 70 percent of the units are sold or under contract. The median sale price for single family homes in June was $190,000 up 22.6% from May, 2009. The median sale price for condos was $250,000 up 38% from the level in May.  Inventory levels of homes for sale also dropped markedly to under 10 months of supply for single family homes and 16 months supply for condos both again down from previous months.&lt;br /&gt;&lt;br /&gt;    While Sarasota real estate prices have begun to climb, they are still lower than a year ago primarily due to high numbers of short sales and foreclosures.  "Our (Sarasota real estate) market was one of the national 'hot spots' for the real estate boom in 2003-2004, so naturally we experienced a rough couple of years as the market moved toward more normal, realistic pricing." said Bill Geller, Sarasota Association of Realtors president. "But now, the community's incredible amenities and these attractive real estate prices are taking center stage and we're seeing a recovery take root."&lt;br /&gt;&lt;br /&gt;    At long last, Sarasota real estate prices have started to recover. Pending sales also remained at highly elevated levels, with 719 pending sales for single family homes and 210 pending sales of condominiums in May. The trend for pending sales has been upward for several months beginning in March. &lt;br /&gt;&lt;br /&gt;“We are all encouraged by the recent strength of the Sarasota real estate market, and we're hopeful that this upward trend will continue as we enter the traditionally slower summer season,” said Sarasota Association of Realtors President, Bill Geller. “Of course, until we get through this period of elevated foreclosures and short sales, the median sales price will remain artificially low."&lt;br /&gt;&lt;br /&gt;The median sale price for single family homes in Sarasota stood at $155,000 in May 2009, down slightly from the figure of $160,000 in April. The median sales price for condos was $181,000 in May, also slightly lower than last month’s figure of $182,750. While prices have leveled off, they are still much lower than May of last year, primarily due to the high number of short sales and foreclosures, which have pulled down the median prices from last year’s levels. &lt;br /&gt;&lt;br /&gt;The upside to a reduction in the median home price level is that there are bargains available on Sarasota area homes and condos at prices not seen for several years. Even once very pricey waterfront homes and condos are selling at exceptionally modest prices right now.
